EU enforces textile producers to finance recycling under new circular economy rules

Madrid / Europe, November 2025 – The European Parliament has approved a major reform within the EU Waste Framework Directive under the Extended Producer Responsibility (EPR) scheme. Textile and footwear producers will now be fully responsible for the collection, sorting, and recycling of their products at the end of their life cycle.

Member States have 30 months to implement national systems. The regulation covers all producers, including e-commerce companies without physical presence in the EU. It applies to clothing, footwear, accessories, household textiles, and curtains.

Fees will depend on product durability, recyclability, and market volume. For Spanish textile companies, this means higher regulatory costs but also a potential competitive advantage for those embracing sustainability and circular design.
